HISTORY IN PERSPECTIVE
1. Oklahoma Drug and Alcohol Professional
Counselor Credentialing Process Initiated First Written & Oral
Testing December 1978 following 3 years of study and preparation.
2. 1982 National Certification Reciprocity Consortium acceptance
of Oklahoma alcohol credential (state no. 6)
3. 1982-1983 National training in the Oral
Case Presentation process for all state board evaluators, trainers
and board members. This is a standardized and mandatory process
in all 41 Reciprocity states, the Air Force, Canada, Sweden and
the Navy and the Army.
4. 1983 Filed legal case in court against
the bureaucracy and won the case to maintain that the Alcohol/Drug
profession and that peers administer and be in charge of the peer
Professional credentialing system.
5. 1983-1988 Oklahoma has National elected
officer Alcohol/Drug Counselor in National Association.
6. 1984 National Certification Reciprocity
Consortium recognition of the alcohol/drug combined credential CADC.
National recognizes only one board per state!!! Oklahoma sixth (6th)
in the Nation.
7. 1985-1988 Oklahoma has National Officer
on National Certification Reciprocity Board
8. 1986 Voted CAP (Certified Assessment Professional) Credential
9. 1987 Developed model (to other states) of Native American Division
to exemplify Cultural Diversity.
10. 1987 One of 11 states receiving National
Accreditation by National Alcohol/Drug Counselor Accreditation Commission
(NIAAA, NIDA, Birch-Davis Studies and Standards.
11. 1985-1996 Have consulted with 8 Universities/Colleges
for the development/maintenance of alcohol/drug curriculum.
12. Reviews and cooperates annually with
25 to 30 Alcohol/Drug Agencies and Organizations in reviewing and
recognizing seminars and training for alcohol/drug counselors and
other counseling professionals.
13. 1987-1988 Specific consultation with
University of Central Oklahoma in developing their Alcohol/Drug
Counselor Baccalaureate Degree-opened 1989.
14. 1988, 1990, 1993, 1996, 1997, 1998

15. 1989 Oklahoma awarded National Alcohol/Drug
Professional of the Year
16. 1989-1990 Active participation in development of the Rogers
State Alcohol/Drug Associate Degree Program.
17. 1986-1987, 1989-1991, and 1994-1996
Training of the new international (legally defensible) Oral Exam-Statewide
Certified Counselors (National Case
Presentation Method) for Certification Board Member Pool.
18. 1989 Worked with Counselor and State
Judge to access the State of Oklahoma Employees Insurance System
for both alcohol and alcohol/drug counselors for third party insurance
coverage.
19. 1989 The first national CADC credential
issued by ICRC, to Oklahoma eligible CADC's & Credentialed Alcohol/Drug
counselors now 48 states. Canada. Air Force; Army; Navy; Sweden;
Bermuda; I. H. S. and International Federation of Therapeutic Communities.
20. 1990 Again defended against take over
of the Oklahoma peer directed Counselor Credentialing (HB 2349 MH
committee)
21. 1990 & 1991 Voted and implemented the Certified Supervisor
Credential (CSC and CCS)
22. 1990 Voted Certified Prevention Specialist Credential (CPS)
23. 1993 Sponsored research and writing
by International Experts of the international Supervisors Exam &
Program Directors National Exam. Oklahoma Alcohol/Drug Counselors
and Directors were the first qualified under the exam. these exams
internationally, CADDPA and CCS.
24. National Quality Assurance monitoring
instituted for Testing; Oral Exams and Ethics processes.
25. Formally instituted the Prevention Specialist National Examination
for Oklahoma Preventionists-(CPS)
26. 1994 (JAN) Instituted a mandated Baccalaureate Degree for CADC's.
27. 1995 Oklahoma Board Member recognized
(from 41 states Canada; Sweden and Military) by International for
service and leadership.
28. 1996-1998 State has ICRC Executive
Board Officer; Southwest Regional Vice-President.
29. 1996 Hosted International Role Delineation Study and Test Writing
(experts from 10 states) for an advanced (Masters PH.D.) Alcohol/Drug
National Counselor Examination.
30. 1997 Administered first ICRC advanced
examination to 31 (Masters and PH.D.)

31. 1998-2000 Continue ICRC committee leadership.
